The United States is rushing support to Haiti\u2019s depleted police force, which is awaiting international help as it tries to restore order and quell violence.<\/p>\n\n\n\n

Gangs stormed the neighborhood of Haiti\u2019s police chief, Frantz Elb\u00e9, in March, broke into his house, set it afire and killed his dog.<\/p>\n\n\n\n
Mr. Elb\u00e9 and his family were not home at the time, and he did not want to discuss what happened in any detail. But the attack, which was captured on\u00a0video, sent a chilling message through police ranks and to residents of the country\u2019s embattled capital, Port-au-Prince.<\/p>\n\n\n\n
\u201cIt symbolized that no one was safe,\u201d said Reginald Delva, a Haitian security consultant and former Haitian government minister.<\/p>\n\n\n\n
The torching of the police chief\u2019s house deepened fears among Haitians that their country was on the brink of collapse in the face of an onslaught by a coalition of armed gangs that had seized control of many parts of Port-au-Prince and were threatening key institutions, like the National Palace.<\/p>\n\n\n\n
But today, Haiti\u2019s outgunned and outnumbered police have managed \u2014 at least for now \u2014 to hold their own against the gangs in some fights and defend the few remaining government buildings under state control.<\/p>\n\n\n\n
As a result, the police have gone from a much-maligned force, considered by many analysts to be inept and corrupt, to acquiring a newfound respect among some Haitians.<\/p>\n","protected":false},"excerpt":{"rendered":"
